The dried adhesive was rock-solid and created a severely uneven surface. You can then take the next tile peel the paper off. It should be tacky but not wet. These tiles have glue applied at the factory. Even though its not recommended to install on a surface in this condition the tile applied just fine and the installation was a success. Or you can remove the tiles and thinset below then apply a thin subfloor over it before applying your peel and stick vinyl tiles.
